SQL SERVER ERROR 21008

I am trying to install MS 2000 SQL Server for the second time. The first time I loaded it and was able to create a new user ok. And then I went to remove the application from my computer, using the Control Panel - Add or Remove applications. and thought it removed all of the MS 2000 SQL Server data from my computer. Then I tried to reloading the software again (I loaded the application and Service pack2)the loading went fine. Then I went in to create a new database and the old one was still there along with the old user. Any suggestion on what is going on? also how would I ensure on removing everthing next time?
