Can anyone tell me what 3rd party tools they are using to encrypt their database to make it compliant for regulations such as PCI and HIPAA?

SQL Server 2005 has it's own encryption.

There are also some third party DLLs which can be used to encrypt data. XP_Encrypt.dll is one such dll.
