I have a Server 2008 server with SQL Server 2012 installed. What is the best method using Wamp or IIS to connect to it?

By IIS you mean through a web application? If yes explore web services. You can also use a connection string directly in your application; this is the least secure example.

While you're at it, check this site for connections strings: www.connectionstrings.com

MCP SQL Server 2000, MCTS SQL Server 2005, MCTS SQL Server 2008 (DBD, DBA)
