SQL Server connection error 10054

Colleagues,
we're trying to set up remote connection between a Win Server 2016 (has SQL Server Native Client 11.0 X64) with SQL Server 2012 (on another box, also Win Server 2016).
Connection format: telnet <server name or ip> <port number>.
Got the following error message:

I found somewhat related post in

but still unclear on what to do.

Please advise.

Well, it means technically the connection can be made, but for some reason the server closes the connection. For example because the IP address is blocked. I don't know how many reasons there could be, group policies, account blocked, anything. I think only the server admin and SQL server dba could find out more.
