SQL Server 7.0 - installing sql server agent

I have sql server 7.0 and when i try to start sql server
agent service i get an error that service is not installed
completely and files are probably missing

i tried to run installation and chose all available components on installation but it didn't matter

OS - windows 2000 professional

HOW DO I SOLVE this ??? (i need server agent to add jobs)
