SQL Server 2005 Express Edition user permissions

Does anyone know of a way I can set user permissions on SQL Server 2005 Express Edition? I have 2007 business contact database that I need to apply some restrictions on. This is a shared database on the server that about 40 people connect to and only some should be able to add contacts.

My problem is that I don't have any utilities to manage the database.

Do I need to get the SQL 2005 managment tools to something like this? Can I just assign NTFS permissions to the actual database?
 
Yes, you need SSMS to manage permissions to the database instance.

would you by any chance know how to reset the sa password so I can connect to the database?
