SQL Server 2000 Replication

Current Configuration:
SQL1 - NT4 Server - Primary
SQL2 - NT4 Server - Backup
*These servers are side by side running on NT domain

I need to impliment a two-way replication. Both machines are used as "live" machines during maintenance, and sometimes we need to take one or the other offline for a short period of time.

Basically this:
SQL1 Publisher/Distributor
SQL2 Subscriber

If I take SQL1 offline, we need to switch all users to SQL2 and continue working. Once SQL1 is back online, I need it to publish all changes that have been made.

Can someone PLEASE help me solve this. I have read alot about this from BOL, but still a little confused. If you could just tell me what I need to do, I can research on HOW to do it.
