SQL Loader and Dates

I have following date field (effective_dt)in tab delimited flat file (always populated as

effective_dt
2001-01-12
2000-02-28

My control file looks like:
LOAD DATA
INFILE '$HOME/S599_012002_botax.txt'
APPEND
INTO TABLE BOTAX_HIST
FIELDS TERMINATED BY WHITESPACE
TRAILING NULLCOLS
col 1 POSITION (1:4) CHAR,
effective_dt POSITION(57:66) DATE 'YYYY-MM-DD'

I get error:
Rejected - Error on table BOTAX_HIST, column EFFECTIVE_DT.
ORA-01841: (full) year must be between -4713 and +9999, and not be 0

effective_dt POSITION(57:66)DATE "To_Dateeffective_dt,'YYYY-MM-DD')"
