SQL is returning results, however Crystal is not - confused 1

I am using Crystal 9. My SQL is returning my values, however my crystal report seems to be losing the data somewhere.

I have the following setup on my report

Report Header
Page Header
Group Header #1: ado.50.Department - O
Details
Group Footer #1: ado.50.Department - O
Page Footer 
Report Footer

On the Report Header, Free Form Placement and Keep Together is checked.

On the Page Header, Free Form Placement and Keep Together is checked (Keep Together is grayed but checked).

On the Group Header, Free Form Placement and Keep Together is checked.

On the Details, Free Form Placement and Keep Together is checked.

On the Group Footer, Free Form Placement and Keep Together is checked.

On the Page Footer, Free Form Placement is checked. Print at Bottom of Page, New Page After and Keep Together are checked although grayed out.

On the Report Footer, Free Form Placement and Keep Together is checked. New Page After are checked although they are grayed out.

Any insight and suggestions are always appreciated.

The information you have provided has nothing to do with your issue. You say that Crystal is losing data. What is it displaying? What should it be displaying?

This may have something to do with the way you have linked tables, so please describe your linking and also provide your record selection formula.
