sybase
oracle
DB2 UDB
MySQL

All of then are free for development/testing.

Sybase, Oracle and DB2 you only have to pay when you deploy your app.

You can download either of them from their respective websites.

Adaptive Server Enterprise 12.5.2 Developer's Edition
You can probably use it together with the link mentioned before.

(1. USE OF PROGRAM. You may install and use the Program internally in your organization solely for development purposes. Except as otherwise specifically authorized, this Program is limited to use on one (1) CPU by a maximum of twenty-five (25) individual connection(s), and the components of this Program may not be unbundled and used by different or additional CPUs. Deployment licenses for any purpose (including, without limitation, usage in a general production environment or on a webserver) must be purchased from Sybase before you deploy any production components contained in this Program. The Program may not be transferred, sold, assigned, sublicensed or otherwise conveyed (whether by operation of law or otherwise) to another party without Sybase's prior written consent.)

I wouldn't practice with SQL Server 2005 Express. It's a beta...so if you are new, you would want to practice on something that is in release.

You can also practice on the web at this site:
But that is probably going to be more ANSI SQL than vendor specific.
