SQL Does not have permission to access this location

I have just updated my server to Windows 2003 server and one of my applications is telling me that the SQL server does not have access to this location.
If I setup the same system on my personal XP Machine I do not get the error.
I have the location of the folders shared with full access and have the security tab with full access?
Any help would be appreciated?
 
Is the location a local path on the server, or a network share on another server?

Is the SQL Server running under a domain account, a local account, or the system account?

The only thing that comes to mind is to make sure that the system account still has rights to the folder you are trying to access.
