Demanding instantaneous help will probably discourage people from responding. It may be mid-afternoon where you are, but for many of the users here, you are posting after normal work hours.
I don't think SQL Designer was offered after 8.x, since similar functionality in 9.0+ is available in the "Add Command" feature of the database expert.
