SQL Debugger issue

I am running SQL 2000 Personal Edition on Win XP SP2. Whenever I try to run the SQL debugger in Query Analyzer, I get the following message:

The debugger interface is not installed. Please re-run setup, select "Add components to your existing installation" and make sure you select 'Development Tools' \ 'Debugger Interface'.

But I DO have the debugger interface installed. I tried to reinstall but no luck there. Does anyone know how to resolve this?
