SQL db

I know primary key can never be used or assigned in that db but what about another column in same table? Not assigned as prim key, I only see column assigned as integer and can be null.
Would the db re-use the obj_num in the same db for another employee? I would not think so ---only maybe performance issues maybe not??

PK and obj_num would be different values and both would be unique
