SQL Connection err "not running at spec Port"

I am making a Pervasive ODBC connection on a Novell 4.11 network. The client and engine seem to be pointed in the right direction where a DDF file exists. Had to Add programs, XP Standard and added MSQuery this afternoon.

"Error during connection". It is telling me I can not get to the data source because SQL connection Manager is not running at the specified port number."

I can see a default port number 1583 in grey but wonder what I need to do. Any ideas?
