SQL client problem

I have a problem with a client when try connect the sql database?
Delay on the router in this time rise up around 4000ms and than began to drop packet .
Any idea?

Have you had this client working in the past?
What kind of ping times are you getting?
Are you connecting within an intranet?

Sometimes it work very slow .
ping is around 800 ms during normal work no time-out , but when try to connect the sql database with IE browser the ping rise around 4000 ms and begun to drop packets.
It is intranet .
