SQL 2016 - DB attachment and error 3415

I am running SQL 2016 and as part of our data testing and procedure, I restore the mdf and ldf from our backups. With our prior SQL 2008 I was able to use the attach option of Server Management with no problem. With SQL 2016 I receive an error 3415. Some documentation I read discusses an SQL upgrade causes the error, but the restored mdf/ldf are SQL 2016 files.

never ever copy the mdf-ldf files. ALWAYS restore from a SQL Server Backup.

but that error may be related to the fact that one of the files on that db is read only on the server where it was copied/backup'd up from and when attaching it will give that error.
Note that even if version is 2016 it may be that the SP/CU is not the same and that will cause SQL to need to do an upgrade of the DB - not possible if one of the files was readonly
