sql 2005 cluster hotfix install issue

I ran into an issue trying to install the latest hotfix (KB960090) on a cluster. It installs for SSIS and other components but, not for sql. Error returned in the log is
Task Scheduler: Error, cannot create scheduled task for product instance target. Exit code for passive node: 1603
No passive nodes were successfully patched. I checked the task scheduler service and it is running on both nodes. The account performing the install is an admin on both servers.

Anyone else having this issue? I did install the same service pack on another cluster and it worked fine.
