SQL 2000 upgrade option not available

Greetings to all,

I am trying to upgrade sql 7.0 to sql 2000 but the upgrade option is dimmed out. According to microsoft, the option to upgrade is not available for remote installation. However, I was trying to upgrade locally and it is dimmed out. Any idea? Thank you in advance.
