Sporadic sending problem

I use Exchange 5.5 on an NT 4.0 server. We had a server crash and reinstalled and recovered our Exchange data. We seem to be receiving messages fine, however, not all sent messages are going through.

We set logging to maximum on the server which allows us to see the e-mails go through the application Event Viewer. I could send 5 consecutive e-mails and only 3 may go through and show up in the Viewer.

This happens on all client machines, and the e-mail address I send to does not matter. I could send an e-mail to a hotmail account now and it goes through, I could try again in an hour and it will not?

Any ideas, HELP!
