After going through a lot of websites to try to find a fix for a print spooler error (7031) and not being able to move or alter the spooler folder/settings I found this helpful post which solved my problem at a single stroke:
Go to the the directory;
C:\WINDOWS\system32\spool\PRINTERS
Then either delete the two files, move them, or rename the extension to something else.
Once you restart the computer the spooler issue is solved.
Whether or not this works for all spooler issues i dont know, but might be worth trying.
