what function would the below SPNs serve with no DMI table on the rout(s)? where would 904, 905, etc. get anyone?

I imagine it's just stopping people from dialing 0+ for Operator assistance. Seems like it could be done with just 0 but you can delete one and place some calls. Of course there are other fields on the RLB that affect access besides the DMI (like FCI which is the minimun NCOS of the phone needed to use that entry).
 
If I see your print out, example SPN : 02 is allowing system to dial a number with prefix 02x-xxx-xxxx. thank
