I am in NYC, are code 212. I had a local # 286-0220 broken down in my SPN so that for that one number, anyone with an NCOS 0 could dial it, but they needed an NCOS 3 to dial every other local number. This worked great until Verizon institued ten-digit dialing. Now i cannot figure out how to allow just this one number to be dialed, since the BARS now looks at the NPA 212 to make this call. Any suggestions? thank you.
 
You might want to look into FCAS tables. We use them quite frequently.
