spn differances

please could someone explain to me why the following spn differ in the arrn

and if i change the spn from 4 digits to 11 will i have to do the same with the arrn as my inst is ghanging from 1280 to 16000
 
your sending 0788 to rli 3, except for the arrn's, they go to rli 8, so if any dial number does not match an arrn, it will take the 1st rli.. not that sure about euro toll so i can't help with the reason they are broken down to two rlb's. if you use just the spn 0788 minus the arrn's then all of those calls go out the same rlb.. that breakdown may be a route or ncos/frl filter.. even a dgt if needed may require the arrn's
