Split/Skill Queuing

I know this is simple and I've done it before but haven't had to for a while. I have a vector that is queuing to a skill and after set time it plays an announcement and if customer chooses they can continue to hold and it have it queue to a different split/skill. Call is holding in both split/skills. How can I get that call to only sit in the 2nd split skill I'm sending too.
 
The only way to dequeue the call, as far as I know, would be to route to a new VDN/vector.
