split PDF by barcode

We stick labels with barcodes EAN128 on documents.
Our document scanner (HP digital sender) produces multipage PDF.

I try to find a PDF split solution that recognise barcode on the page and saves the range of pages between two barcodes in a file named as the barcode value.

I think we will scan around 1000 pages per month.
The application will be used on 3 locations.
 
Unless there is some solution that is out there that I am unaware of, I believe you are looking at a custom solution. I would expect it would take a seasoned programmer anywhere between 50-80 hours to produce a complete solution. You will also have the cost of a component to read the barcode from an image. The cost may be greatly increased based on the fact that the barcode is located on a label that stuck to a piece of paper and then scanned. This process causes the barcode to be placed in a different absolute location on every page, greatly increasing the complexity of the project.
