Split CPU resources in Win2000 Pro

I'm trying to isolate a problem with a P.C That us running WIN2000 and voice over I.P software. There seems to be a loud noise any time a request is made to the cpu. The user of the P.C doesn't hear the noise but the person who was called hears it.

What I want to do is isolate a certain percenatge of the cpu to the voice over I.P software.

Does any know how to actually split the resources?????

You can use the task manager to give the program running the VoIP a higher priority to give it more CPU %.

The priority level determines the % of attention a CPU will give to a program...
