Split a CSV file based on fields

I'm wondering if someone could help me since I am very new to VB and have never done anything like this before.

I have a CSV file eg
File:AllUsers.csv
Name,Department
"Tom","4000"
"Craig","5000"
I need a script to create a file for each department which includes the user eg.
File:dept4000.csv
"Tom","4000"

File:dept5000.csv
"Craig","5000"
