Spell numbers to words in French ???

I am trying to spell numbers to words. I already know about this code:

select TO_CHAR(TO_DATE(5231,'j'),'jsp') from dual;

five thousand two hundred thirty-one

Is there a way to translate into french?

I saw that one already. I was wondering if there is a built in function to do the trick.
 

There is no built-in function for translation.
(Only DATES and Oracle messages can be translated). [censored]

And why not asking in an Oracle forum instead of the ANSI_SQL one ?

Let us know in your thread in the Oracle 9i forum if you want/need help building a user-defined function to translate numbers into French. I have a user-defined function that spells numbers that can be up to 100 digits to the left of the decimal and 40 digits to the right of the decimal and it produces "cheque-protection" numeric-value spelling. Steven Feuerstein published my function in his "Oracle PL/SQL Programming" book and indicated that it was preferrable to "JSP"-based functions such as Tom Kyte's appearing in the above link.

I would be happy to generalise the function for French, Spanish, German, et cetera. Let me know (in your thread in the Oracle 9i forum).
