I have 3 LAN segments. Bandwidth performance is 70 MBPS between machines on the same segment. Performance drops to 25 MBPS between machines on different segments. Should routing between segments reduce the bandwidth that much? What could be the problem?

It depends on the router.... Generally, unless you have a really fast and expensive router, you will take a good performance hit when going accross subnets.

Everything on my network is 100 M/Full The Router is a Cisco 3620 with 100 M/Full ethernet cards.

While the line card's rate is 100Mbit per second, the forwarding rate of the router could never forward data that fast.

Try enabling "ip cef" to turn on Cisco Express Forwarding, make sure to limit your access-list usage and anything that would cause the router to have to examine every packet.
