Speed dials not sending correct digits

Hey all, working on an IPO 403 with 3.2 load. Using 4620 phones speed dial list. programing #'s like 9xxxxxxx, display shows 9 then EXTERNAL as the short codes says [9]N Dial N, then xxxxxx. Notice drops first digit or one from the middile of the dialing string. If I take and hard program the same string on a system button of the phone it works fine. Any ideas?
