speed boost pci card

I would like a speedboost card for Signal processing like compression and filtering. It has to be cheap.

I have looked at FPGA and DSP pci cards but those are expensive and so are the tools.

Philips -> Nexperia
Equator Technologies -> BSP-15 family
Leslet -> EnLight256
Aspex Technology -> Accelera
ClearSpeed -> CS301
Intrinsity -> FastMATH
Elixent -> D-Fabrix
PACT -> XPP64-A1 Reconfigurable Processor
Starbridge -> HYPERCOMPUTERS

The card that I Wand has to be easy to program.

If you look at philips and Equator Technologies then you can see that they make processor faster than Intel at speeds of only 400 Mhz. And the chips cost around $50.
