Speech to 3.1 Khz

Dear All,
We are tring to send a FAX Via CS1000 on that we are faceing problems.
We cant send international FAX because The protcal send by the FAX or PABX to the remote end speech, according to pur provider if the speech call wont take the FAX isit right.
and pls advice me what can i do to change the speech to 3.1 Khz.
I did in the PABX the following
1) extension FAXA
2) in the RDB DSEL was 3VCE
3) On the PARM BCAP was 3.1 Khz

Even the trace was showing the Speech call only

you've tried all the common fixes.. i had to remove faxa to send euro fax.. and i have never had to adjust rcap from default

Our Service Provider was routing the calls via monaco... but monaco was not aceppting the Speech call
