Speech Rate Property

I've just been thumbing through and HTML book and found small section explaining that if you add the following declaration into a style sheet your browser will read the text contained within the page via the sound card???

BODY { volume : loud ; speech-rate : fast ; }

Seems mad to me. So of course I tried it and nothing happened. Is this something that was planned and never happened or perhaps a well diguised gag in my html book?
