Specify Site When Installing Web service

I have developed a web service using C# and I am now working on the installation msi. I would like to have the installation process ask the user the specific site to which the webservice should be installed (using WIN2K or WIN2003 SERVER with multiple Websites installed). I have no problem adding the dialog page that will prompt the user for the site name, but I am unable to get the Web service to install to any site other than the default site. I am assuming that the site name is passed to the installer as a customActionData element, but I do not know how this works. Has anyone ever set up an install process that installs a webservice to a specific site and if so, how is this done.
