Specify Server on a Web Farm

Is there any possible way for me to choose what server I get assigned on my Web Farm? I have three webservers in that cluster and am using one of them for development for an ASP app. I have people that need to test changes that are being made, but they don't always get assigned that server when the connect to the URL.

Is there any possible way (without drainstopping the other 2 servers) for me to dictate what server is assigned? Can I choose a server on the web farm to hit?

If you are using one for development that machine shouldn't be a member of the cluster. Remove it from behind the load balancer, and give it its own public IP to use (or setup a new load balancing pool which only one machine behind it). Have the people going to the dev site go to that IP/URL.
