Specified driver could not be loaded due to system error 998

I must admit this is a new environment that I am trying out. I have bought one of these Seagate mobile drive named FreeAgent Go. This removable disk comes with a programe called Ceedo ( which supposedly allows installation of programs that you can run from any computer by simply plugging the removable through usb port.

I have installed Accpac v5.5 and PSQL v10 on this removable and also managed to install ODBC drivers to eanble me to setup the DSNs. It is during the setting up of the DSN that I am getting this error when testing the connection:

"Specified driver could not be loaded due to system error 998 (Pervasive ODBC Client Interface).

Now I don't understand the error since Pervasive was started by this ceedo software when I launched the program.

I know there are really experience guys out there that have seen it all and would come to my rescue here.
 
I've never seen that error but a Win32 998 error means "Invalid access to memory location."
My guess is that the Ceedo software isn't redirecting the ODBC driver settings (in HKLM\Software\ODBC). It could also possibly be a registration issue on one of the PSQL DLLs.
I doubt PSQL has ever been tested using Ceedo.

Pheew!!! This really sounds hectic to me. On the issue of dll registration, can you explain how I can rectify or re-register the PSQL dlls? What command do I run?
