Specified driver could not be loaded due to system error 31

Hi
I am trying to connect to progress 9.1D from crystal reports using merant 3.60 32-bit sql-92 v9.1d driver. When setting up the system dsn and testing the connection. It says "the specified driver could not be loaded due to system error 31(Merant 3.60 ....)
Any solutions to fix this problem are really appreciated
