Specific fixed task

I have the following situation:

I have a task1-“file revision” which has to be made ATLEAST 60 days before task2-“filing”. I have to link the “revision” with the “filing”. The arrow has to start from “filing” and has to ends at “revision”. The “revision” has to move with “filing” if I change the filing date, but doesn’t have to move closer than 60 days to “filing”. How can I make this kind of a passive link?

Create the link so that it is Finish-To-Start from Filing to Revision. Then edit the link (double click on the link on the Gantt chart) so it has a lag of -60 days.

It is not what I need; now I can move the link closer to the successor which is something that I DO NOT want to happen! I am talking about a link that I can move WITH the successor but not closer or farther from the successor.
