specific data listed first in a report

Hello, I'm trying to design a report that will list certain data first and then the rest. I'll explain: my data is name, Group, ListNumber. The names are placed are placed on a list. Each name gets a priority number that represents their place on the list. e,g, 1,2,3,4 etc. I store this in my table. Each person is also in a group, e.g. 0269, 0110, 0224. in my report i would like to list all members of group 0269 first taking into consideration their place on the list. After that group I just to list the members according to their place on the list. Here's an example:
My data would be:
person A is in group 0110
person B is in group 0269
person C is in group 0224
When they sign the list they sign in this order:
Person C signed 1st, Person B signed 2nd, Person A signed 3rd.
In my report I would like to list them as such:
Person B(group 0269)
Person A
Person B
So all the members of 0269 are listed according to their priority number. Then in the next grouping the names should be listed only according to their priority. Any ideas would be a great help.

A Little more info. I have created two reports based on two queries that return the info i need. Is there anyway to combine the two reports or use the two queries to produce one report/
