Sparatic Pinging and Resolving Addresses

I'm running Windows 2000 Server on a Dell Poweredge 400SC. I am able to run a DHCP server flawlessly but when a client tries to access a web page, it doesn't find the DNS server running on the same computer. When trying to ping the Dell, clients will get an answer very sparatically. I get an answer one second and then pinging will not connect for another few hours. Any ideas?
 
It sounds like the same problem I had when I upgraded our server to W2k. It turned out I had a port virus that was bashing port 137. Just a reminder, have your firewall and anti virus up and running before you plug your computer into the internet...
