Spanning-Tree Problem????

Problem Description: We are having a spanning-tree problem that is affecting production. We are using Cisco 6506/09 switches running Native IOS.
1) When a an update goes out it appears that every port on the switch has to send out a topology change ack during the recalculation. I see all the individual system mac adresses from every port on every 48-port blade send this packet out. Why is this?
2) We have vlan 10 configured on one switch. We then have it daisy-chained via fiber to a another switch which has 5 blades configured as vlan 10. For some reason the first switch sends out a packet on the fiber (gig) connection to the second switch saying he has a root path cost of 5 and then all several hundred ports reply back that they have a root path cost of 9. This keeps happening over and over again. How can I go about resolving this?
I am sending across a quick text sniffer snapshot so you can see what is happening. Any help is appreciated.

 
Why are you running STP in the first place? Do you need it?

I could not see the snapshot.

I am not 100% sure, but what I think you are seeing is just normal traffic. At what interval are you seeing these updates? Can you describe the problem it is creating on the network?

Send the switches every 2 seconds the BPDU ?

The Path Costs are re-calculate on each Designated Switch. If the switch receive a BPDU, he add the Path Cost to the Path Cost in the BPDU. After this he send this BPDU out.
