Spamming

Big problem...here is the situation:
-I have an SMTP server, Exchange 5.5, sp4. The server is used for OWA and POP3. -Reroute incoming mail is enabled with some Domains entered that we protect for. -Under routing restrictions nothing is checked, so we are currently open for Spamming.
-I tick the check box for Hosts and Clients that successfully authenticate. I do not enter any IP addresses in the next section, this is not an option due to the wide range (geographically) of users we support. I stop/start the IMS.
-In OLExp, I check the box for My server requires authentication, for both Incoming and Outgoing.
-When I dial in, I can send email within the system fine. But if I attempt to send email to an external domain, i.e. Hotmail, the email never arrives. I don't receive an NDR or anything. I just goes to email heaven (or hell).
This is a very hot issue right now and can't seem to get it resolved.
I have read the Q articles and the Relay.asp file. Nothing in those addresses the problem I'm having.
Any input is appreciated.
