Memebers of one dept all get Spam mail and Im wondering if its possible to block the address from the server rather than individually do a rule for every client. Company is real small though so wouldnt buy GWAIWA etc. I thought maybe a download from cool solutions or can I configure the GWIA or post office ?

Under the GWIA object you can add domain names that you want to block. If memory serves me it is located in the GWIA properties screen under Access Control/Settings. Then just do a Edit on the "Default Class of Service". Select the SMTP Incoming tab and add an entry in the "Prevent Messages From"
section.
