I'm just using Exchange to block emails at the domain level like all @hotmail.com and dump them to the TurfDir.
I then have a VB app I wrote which looks through the TurfDir and displays the message allowing me to then forward it on if it's not spam.
Not the best solution, but it works.

Set the rules for typical spamming in Exchange. Also give users the authorization to overwrite - i.e if they correspond to news groups. Better still ask them to use Google Groups
