Spacing in Xtab & Suppressing Row Totals

I've run into a spacing issue with crosstabs that I haven't encountered before.

Report has 3 groups: FNumber, CostType (str), CostPool (str)
The xtab is in group 3 header with:
Rows: CostType, CostPool, Formula (either blank or CostName)
Columns: Formula (Year from a date field), ContractPeriod (str)
Summarized Fields: Sum of Hours, Avg of CostRate, Sum of RawCost
In design there is no space in the section containing the xtab, above or below the xtab.

In preview there is no space above or below the xtab UNTIL,
Suppressing the totals for Row1-CostType. Preview now shows some blank space under the xtab in the section.
Suppressing totals for Row 2-CostPool shows even more space.
If I also suppress the labels for these rows, there is even more space.
Note that design still shows no space above or below xtab.

There are several xtabs in this report that would print on one page if not for this additional spacing. I have not been able to reduce the space either in design or with any option. I've been able to duplicate this behavior using the Xtreme db.

Does anyone have any idea why suppressing total rows in an xtab shows the additional space while design does not?

I've managed to get most of the extra spacing out by unchecking Cell Margins. Now I need to find a way to get even more of the extra space out.
