Spaces between records in reports

I have a report where the spaces between each record is too big and cannot be made smaller. I have tried shrink and grow, changing the height but to no avail. Please help!

I may have missed something here, but just make the extra space in your detail section smaller...meaning move your controls so there isn't much space between them and the gray bars...hope that helps.
