SP3 Rollup 23 not appearing in Windows Update

Currently on Exchange 2007 SP3 Rollup 21 (21 was installed via Windows Update). When I run Windows Update now there are no more rollups available (several Optional updates but I'm not sure they are relevant). Since it's not showing up in Windows Update is it a good idea to install it manually? I have it downloaded and ready to go. I just don't know why it's not showing up in Windows Update.
