sOutputFormat=E or P results in empty parameter values

opendocument.jsp url reporting method
We have reports that prompt for parameters with values included.
With sOutputFormat=E or P the parameter page shows but values are empty.
With sOutputFormat=H everything works fine.
This is not a problem with our 3.1 system, only on our new 4.0.
SAP has no answer and doesn't seem to even understand the problem, only asks for non-sensical requests that have nothing to do with what I'm talking about.
