sound blaster 16 PCI problems

i cannot get my new sound blaster PCI card to function properly. i have made sure that the plugs are in correctly and the card is seated properly.
here are the resources my computer is using. i already have the serial com ports disabled in the CMOS.
i get no sound at all. if i try to manually play a sound i get the following error message

Cannot play back the audio stream: no audio hardware is available, or the hardware is not responding.

07 printer port (LTP1)
08 system/cmos timer

11 USB to PCI controller
11 IRQ for PCI steering
12 mouse
13 numeric data processor
14 PCI bus master
14 IDE controller
15 PCI bus master
15 secondary IDE controller

any help would be appreciated.

Try switching the sound card to a different PCI slot.
Does windows detect the new hardware? ~Apex1x

What version of Windows are you using?

Did the card work before?

If so, what have you done recently to your computer?

You'll need to extract both files to a temp location and run the exe (the exe has to be in the same location as the .lib file).
